In addition to United States citizens, the exchanges are also open to people who are legal immigration status while in the United States. Individuals and families visiting USA on a tourist visa will not satisfy that requirements set for eligibility as there is a residency requirement to buy coverage on a state marketplace. In general, the individual must be to be living in the state and intend to reside in the state, or work there. New immigrants may be eligilbe to buy a policy on the state or federal government run health insurance exchanges.
